What a "case" actually means.
A forwarded case isn't a tip we passed along — it's a completed file: identified infrastructure, substantiated evidence, and enough context for the receiving agency to act without having to rebuild our work from scratch. That's why our numbers move slower than our intake volume — every one of them has cleared the same bar.
